摘　　要：以深圳市光明区内采用厂网一体化打包和PPP模式实施的城市水务基础建设项目为例,结合项目打包组成、运作模式选择、回报和考核机制构建及实施效果等内容,从保证项目建设质量、发挥社会资本优势、提高项目吸引力、提升设施运营维护水平等方面提出相关建议,为建设适宜排水系统特性和服务要求的城市水务基础设施提供思路。The PPP model has be applicated in Guangming district of Shenzhen to integrated building water infrastructures.In order to building water infrastructure suitable to characteristics and requirements of drainage system,there several suggestions were put forward based on the analysis of project combinations,operating patterns,pay-return mechanisms,performance appraisal managements,and actual results.The sewage plant and drainage pipeline should be integrated constructed,with the application of PPP model to play advantage of social capital,and choosing reasonable pay-return mechanisms to improve the attractiveness,and establishment performance appraisal managements to improve operation and maintenance service level.
