非奥运项目多主体协同治理评价指标体系构建研究

摘　　要：协同治理是目前我国体育领域所追求的一种高度理想化的治理模式,其首要任务便是要构建一套科学、合理的评价指标体系以指导未来发展和评估。依据科学的指标选取原则,采用文献资料法、德尔菲法,以非奥运项目多主体协同治理的评价指标体系为研究对象,从政府层面、市场层面、社会组织层面和高校层面4个方面构建其评价指标体系,并应用层次分析法给出各个指标权重及综合评判系数。研究结果表明:4个一级指标中政府层面的权重占比最大;二级指标中权重较高的依次是政策导向指标、经费投入指标、产业发展指标、项目推广指标、赛事举办指标等;三级指标中的非奥运项目政策倾斜程度、非奥运项目产业规模、非奥运项目经费投入总额、非奥运项目政策执行度、奥运项目与非奥运项目资金投入比例等指标的权重位于前列。据此有针对性地对我国非奥运项目的发展情况进行客观评价,并加以改革,以期为实现我国非奥运项目多主体协同治理提供理论参考。Collaborative governance is a highly idealized governance mode pursued in the field of sport in China,whose primary task is to construct a set of scientific and reasonable evaluation index system to guide future development and evaluation.Based on the principles of scientific index selection,this study adopts the methods of documentation and Delphi method,takes the evaluation index system of multi-subject collaborative governance as the research object,constructs the evaluation index system from the government level,market level,social organization level and college level,and gives the weight of each index and comprehensive evaluation coefficient by using analytic hierarchy process(AHP).The results show that the weight ratio of government level is the largest among the four indexes.Among the secondary indicators,the indicators with higher weights are the policy-oriented indicators,funds input indicators,industrial development indicators,project promotion indicators,and tournament hosting indicators.The weights of the three indicators,such as the policy inclination of non-Olympic sports,the industrial scale of non-Olympic sports,the total investment of non-Olympic sports,the policy implementation of non-Olympic sports,and the proportion of capital investment between Olympic sports and non-Olympic sports are at the forefront.According to this,the development of non-Olympic sports in China is evaluated objectively and reformed in order to provide theoretical reference for multi-subject collaborative governance of non-Olympic sports in China.
