摘 要:高校二级学院作为一个行政管理组织,是高校办学目标的具体实践者。随着国家对建设一流高校及一流学科建设的高度重视和持续投入,高校二级学院内涵发展及特色办学目标也逐渐受到社会关注及重视。协同治理理念开始受到社会各界的广泛欢迎和支持,对高校二级学院治理结构也提出更高要求,并为其指明改进方向。面对当前二级学院内部治理结构不协调、外部治理权限受制等现状,二级学院亟需在改革及协同理念的基础上创新治理路径,加强制度设计,完善监督机制,构建多元主体参与、分权制衡的新型治理结构,以推进协同创新共同体的有效施行和良性运转。As an administrative organization,the secondary college is the concrete practitioner of universityrunning goals.With the continuous attention and support of the state to the construction of first-class universities and first-class disciplines,the connotative development and characteristic school running objectives of secondary colleges in universities have gradually attracted social attention.With the deepening of education reform and its strong role in promoting,the concept of collaborative governance has been widely welcomed and supported by all walks of life,which also puts forward higher requirements for the governance structure of secondary colleges in colleges and universities,and points out the improvement direction for it.However,in the face of the current internal governance structure being not coordinated and the restricted external governance authority,the secondary colleges need to innovate the governance path on the basis of reform and collaborative concept,strengthen the system design,improve the supervision mechanism,and build a new governance structure with multi subject participation and decentralized checks and balances,so as to promote the effective implementation and benign operation of collaborative innovation community.
