摘　　要：目的:了解我国残联系统辅助器具残疾康复机构人员的总量、结构、密度和各省(市)的分布情况等,探讨我国残联系统辅助器具残疾康复机构人员存在的问题,提出对策建议。方法:收集中国残疾人联合会数据库最新的2018年数据,利用描述性统计分析、资源密度指数等方法对辅助器具残疾康复机构人员的总量、结构、配置密度和分布等进行分析。结果:我国残联系统辅助器具残疾康复机构在岗人员2018年为7972人,平均每个辅助器具残疾康复机构人员数为4.13人;构成方面,业务人员在辅助器具残疾康复机构人员中占比44.37%,管理人员占比27.42%;配置密度方面,每万名持证残疾人口和每千平方公里分别拥有人员2.24人和0.83人,人力资源分布指数总体为1.36;以上指标各省(市)间存在较大差异。结论:我国残联系统辅助器具残疾康复机构人员各省分布差异大,总量上相对不足,结构上有待优化。需通过各种类型学历教育、职业教育体系构建,培养更多的辅助器具从业人员,为残疾人康复提供人才保障。Objective:To explore the total quantity,proportion,density and provincial distribution,discuss the problems and put forward corresponding countermeasures and suggestions for policy-making of staff allocation of assistive devices in disabled rehabilitation institutions of China Disabled Persons'Federation(CDPF).Methods:The data of 2018 was collected from the CDPF database.And the approaches of descriptive statistical analysis and resource density index were implemented on total quantity,proportion,allocation density and distribution analysis.Results:In 2018,there were 7972 staff for rehabilitation with assistive devices in rehabilitation institutions of CDPF and 4.13 per institution.In terms of proportion,professional personnel accounted for 44.37%and management personnel 27.42%.In terms of density,there were 2.24 and 0.83 staff per 10000 licensed disabled persons and per thousand square kilometers respectively.Human resource distribution index was 1.36.The above indicators were different among provincial regions.Conclusion:The distribution of staff for rehabilitation with assistive devices in rehabilitation institutions of CDPF differs greatly from province to province.The total quantity is relatively insufficient,and the proportion should be optimized.The government should establish various types of education and training for more assistive devices staff to provide human resource support for the disabled rehabilitation.
