摘　　要：医疗机构在突发公共卫生事件的应对中起着至关重要的作用。本文以"卫生系统宏观模型"为基础,依据"结构-过程-结果"这一分析框架提出了突发公共卫生事件中医疗机构应对理论模型,并以武汉市新冠肺炎重症定点收治医院为例,基于该模型对多支医疗队协作的重症患者定点收治医院运作模式进行探讨,指出医疗机构需要加强组织与管理,保障资源配置,优化服务提供,完善风险把控,以应对突发公共卫生事件。Medical institutions play a vital role in responding to public health emergencies.Based on the"health system macro model"and the"structure-process-result"framework,this paper proposes a theoretical model for medical institutions to cope with public health emergencies.By using our theoretical model,Take the designated hospitals for severe cases of COVID-19 in Wuhan as an example,we discuss the operation modes of multi-team cooperated hospital for critically ill patients with COVID-19.It is concluded that to better cope with public health emergencies,medical institutions need to strengthen organization and management,ensure allocation of resources,optimize service delivery,and improve risk control.
