新时代反劫制暴专业人才培养的思考

摘  要:反劫持行动具有时间紧迫、不确定性因素多、风险性极强、存在较大的潜在危险性的特点。处置行动的特殊性,要求参与处置的人员必须具备较高的素质,加强专业人才培养是基于反恐处突维稳现实的迫切需要,对于维护社会稳定,有效地保护在场所有人的人身安全和财产安全、提高处置活动效率、避免失误,具有重大的现实意义。转变观念,树立全面人才观的理念;通过专门的严格培训,不断提高警察队伍的整体素质;建立符合我国国情的谈判专家队伍;改进教育培养方式,为谈判队伍提供后备人才;重视同国外、境外警方在处置方面的交流与合作及建立高素质的教育培训队伍来加强反恐处突专业人才培养。Anti-hostage-taking action is characterized by time crunch,many uncertain factors,strong risks,and large potential dangers.The disposal action is particular,so it requires personnel who is involved in the disposal must have high qualities.Strengthening the training of professional talents is based on the urgent need of the counter-terrorism department to maintain stability.And also it is of great practical significance for maintaining social stability,protecting life and property safety of everyone present effectively,improving the efficiency of disposal activities,and avoiding errors.To build a better talent training system,we should change our ideas,establish the concept of comprehensive talent,and the relevant departments should also continuously improve the overall quality of the police force through specialized and strict training.A team of negotiation experts with China’s national conditions needs to be set up.What’s more,it is also important to provide backup talents for the negotiation team by perfecting the education and training methods.Finally,the exchange and cooperation with foreign police who is good at handling,establishing high-quality education and training teams can strengthen the training of professionals in anti-terrorism handling.
