摘 要:公安执法执勤通用能力是指能够满足一线执法执勤工作岗位通用的知识、技能、行为方式和个性特征等胜任力。公安执法执勤通用能力的结构包含政治素养、法律素养等十个有机组成部分,能力层级包括知识识记、单点应用、多点应用、关联应用和创新应用等五个层级。公安院校执法执勤通用能力的培养,既需要从教学目标定位、课程体系设置进行整体优化,也需要每一位教师围绕能力培养目标完善课程设计方案,不断优化“线上课程+课堂教学+实践教学”综合培养模式,才能推动公安院校本科教育步入转型升级的快车道。Police general abilities of law and duty enforcement refer to capabilities for meeting the general requirement of front-line law enforcement duties,such as knowledge,skills,behaviors and personality characteristics.The structure of general abilities includes ten organic components as political accomplishment and legal quality,etc.Its level falls into five parts,includ⁃ing knowledge recognition,single point application,multi-point application,relevance application and innovation application.The training mode of the general abilities of law and duty enforcement at public security colleges and universities requires not only an overall optimization over target-oriented teaching mode as well as systematic curriculum establishment,but also the improvement of curriculum design scheme by each teacher based on the ability training target.Therefore,continuous optimization of the integrat⁃ed training mode of“online course+classroom teaching+practical teaching”can promote college education at public security col⁃leges and universities stepping into fast development of transformation and upgrading.
