摘 要:为充分发挥城市公交的公益特性,实现其更多的社会效能。本文结合委托代理理论,构建基于社会福利最优的城市公交补贴测算模型。根据石嘴山市和渭南市的城市公交行业数据,应用该模型测算出两市的最优票价和最优边际补贴。研究结果表明:模型测算结果与实证期望目标一致,保证了公交行业持续发展的资金基本需求,实现了社会福利最优的目标。为地方政府制定合理的城市公交补贴政策提供专业建议。The study is intended to give full play to sufficient public benefit and great social efficiency of urban mass transit.Based on the principal-agent theory,an model is built for calculating the subsidies for urban public transport based on optimized social welfare.With the data from the urban public transport industries in Shizuishan city and Weinan city,the model is used to calculate the optimal fare and marginal subsidy of the two cities.The empirical research shows that the results obtained by the model are consistent with the expected results,ensuring the basic funds for the sustainable development of public transport industry and achieving the goal of optimal social welfare.This study provides professional advice for local governments to formulate reasonable subsidy policies for urban mass transit.
