摘 要:基于1999~2019年北京16个市辖区数据,运用断点回归方法考察国家自主创新示范区政策对其所在地区创新能力及经济发展的影响,并借助中介效应模型分析其影响机制。研究发现:国家自主创新示范区政策显著促进了地区创新能力的提升,平均提升6个百分点,示范区政策滞后期为2.8年;从创新能力分指数看,示范区的确立显著促进了创新投入、创新主体以及创新产出的增加,但对创新环境作用效果不显著;示范区的确立显著促进地区经济增长,创新能力每提升1%,全要素生产率则增加约4%;通过中介效应模型分析发现,创新能力在示范区政策对北京地区经济增长的影响中发挥了完全中介作用。Based on the data of 16 municipal districts in Beijing from 1999 to 2019,this paper uses the breakpoint regression method to examine the impact of the national independent innovation demonstration zone policy on the innovation capacity and economic development of the region, and analyze its influence mechanism with the help of the mediation effect model. The study found that: the national independent innovation demonstration zone policy significantly promotes the improvement of regional innovation capabilities, with an average increase of 6 percentage points, and the lag period of the demonstration zone policy is 2.8 years. From the perspective of sub-index of innovation capability, the establishment of the demonstration zone significantly promotes the increase of innovation input, innovation subjects and innovation output, but the effect on the innovation environment is not significant. The establishment of demonstration zones significantly promotes regional economic growth. For every 1% increase in innovation capability, total factor productivity increases by about 4%. The mediation effect model analysis found: the innovation ability playes a completely intermediary role in the influence of the demonstration zone policy on the economic growth of Beijing.
