摘　　要：本文分析环境规制、经济分权与工业生产效率之间的运行机制,从环境规制的内生性讨论环境库兹涅茨曲线是否存在,并构建恰当的环境规制指标。对2009—2018年的省级数据进行面板估计发现:环境规制与居民收入水平正相关但呈非线性特征;环境投入作为一种生产要素可纳入生产函数,环境规制在短期内引起生产成本的增加,在供需不变的情况下会降低工业生产效率和利润率,长期内通过创新补偿效应来弥补环境规制成本,会提高工业生产效率和经济绩效;经济分权会提高工业生产效率,间接激励地方政府提高环境规制强度;在分权程度越高的地区,外商直接投资、环境规制强度与经济分权正相关性越强,反之则反是。最后从经济与法律的角度,提出政策建议,以期能增强环境规制的效果。Based on the literature review,this paper puts forward the theoretical hypothesis,establishes the operation mechanism between environmental regulation,economic decentralization and industrial production efficiency,discusses the existence of environmental Kuznets curve from the endogenous of environmental regulation and constructs appropriate environmental regulation indicators.Taking the provincial data of 2009—2018 as the sample,through panel estimation,it is found that:environmental regulation is positively related to residents’income level,but has nonlinear characteristics;as a production factor,environmental input can be included in the production function,then environmental regulation will cause the increase of production cost in the short term and reduce industrial production efficiency and profit margin in the case of constant supply and demand,and supplement through innovation in the long term compensation effect to make up for the cost of environmental regulation will improve the efficiency of industrial production and economic performance;economic decentralization will improve the efficiency of industrial production and indirectly encourage local governments to improve the intensity of environmental regulation.Moreover,the higher the degree of decentralization,the stronger the positive correlation between FDI inflow,environmental regulation intensity and economic decentralization,and vice versa.Finally,from the perspective of economy and law,the paper puts forward policy suggestions to enhance the effect of environmental regulation.
