扶贫信号释放有助于实现脱贫目标吗?——来自中国家庭追踪调查的证据

摘　　要：本文试图通过评估精准扶贫政策信号的减贫效果,考察信号释放对政策目标实现的作用。研究发现,在精准扶贫信号释放后,地方政府会通过施加偏向于更容易脱贫的农户的扶贫手段,来更大程度地提升本地区的扶贫效果,所以扶贫信号释放有助于实现脱贫目标,但偏向性扶贫可能造成一定程度的不公平。本文研究表明,一个良好的政策设计应该包含对信号释放时点和方式的设计,未来治理相对贫困的政策设计同样应注重信号释放和构建多维扶贫效果评价体系。This paper attempts to assess policy signals of targeted poverty alleviation and investigate the effect of signal release on policy objectives.After the release of targeted poverty alleviation signals,local governments will enhance the poverty alleviation effect of the region by exerting poverty alleviation means towards rural households who are more likely to get out of poverty.Therefore,the release of poverty alleviation signals help to achieve the target of poverty alleviation,but it may cause certain degree of unfairness.Thus,a good policy should include the design of signal release time and manners,and future to fight relative poverty should also focus on signal release and the establishment of a multidimensional poverty alleviation evaluation system.
