摘  要:五制配套管理模式是基层管理的基础,虽然不能包括基层管理的全部,但起到了纲举目张的作用,是其它专业管理落实到基层的有力支撑和可靠保证。“以作业长制为中心、以计划值管理为目标、以设备点检定修制为重点、以标准化作业为准绳、以自主管理为基础”虽然是相对独立的管理,但它们是配套和相互作用的,缺了哪项管理都有可能影响基层管理的系统性和完整性。其中以处于中心管理地位的作业长制首现于二战前后时期的美国,起兴于60年代的日本,1985年经宝钢传入中国,应用于国内钢铁行业等制造业。The five system supporting management mode is the basis of grass-roots management,although it can not include all the grass-roots management,it plays an important role and is a strong support and reliable guarantee for the implementation of other professional management to the grass-roots level.“Taking the foreman system as the center,the planned value management as the goal,the equipment spot inspection and regular repair system as the key point,the standardized operation as the criterion,and the independent management as the foundation”are relatively independent management,but they are complementary and interactive.The lack of any management may affect the systematicness and integrity of grass-roots management.Among them,the chief operator system,which is in the central management position,first appeared in the United States before and after World War II,rose in Japan in the 1960s,and was introduced into China by Baosteel in 1985,and applied to the domestic steel industry and other manufacturing industries.
