在全面从严治党视域下加强民主集中制建设

摘　　要：民主集中制是党和国家的根本组织原则、组织制度和领导制度。党的十八大以来,以习近平同志为核心的党中央开启了全面从严治党的新征程,从全面从严治党的高度深入推进党的民主集中制建设。概言之:从内涵关联上讲,民主集中制是全面从严治党的题中应有之义和重要抓手,全面从严治党是民主集中制的根本要求和制度保障;从重要意义上讲,在全面从严治党视域下加强民主集中制有助于贯彻落实党的组织路线、遵守制度规范、清朗政治风气;从实践路径上讲,在全面从严治党视域下坚持和加强民主集中制,必须完善民主集中制制度体系,健全民主集中制运行机制,严明党的政治纪律和政治规矩。Democratic centralism is the fundamental organizational principle,organizational system and leadership system of the Party and the state.Since the eighteen Party’s Congress,the Party Central Committee with Comrade Xi Jinping as its core has opened a new round of strict administration of the Party,and has thoroughly promoted the Party’s democratic centralism from the height of strictly administering the Party.In a word,from the perspective of connotation relevance,democratic centralism is the necessary meaning and important starting point in the comprehensive and strict governance of the Party,which is the fundamental requirement and institutional guarantee of democratic centralism;in an important sense,strengthening democratic centralism in the perspective of comprehensive and strict governance of the Party is conducive to the implementation of the Party’s organizational line,compliance with system norms and clear political atmosphere;from the perspective of practice,it is necessary to strengthen democratic centralism.In terms of path,to uphold and strengthen democratic centralism from the perspective of comprehensive and strict governance of the Party,we must improve the system of democratic centralism,improve the operational mechanism of democratic centralism,and strictly understand the Party’s political discipline and rules.
