中国经济高质量发展水平的测度及其空间非均衡分析

摘　　要：文章构建了新时代融合新发展理念的经济高质量发展综合评价指标体系;运用基于优化算法的投影寻踪模型对2009—2016年中国31个省份的经济高质量发展水平进行了测度,分析了中国经济高质量发展的时序演变和空间分布特征;借助Dagum基尼系数及其分解方法,对中国经济高质量发展的区域差距进行了分解分析。结果表明:第一,中国经济高质量发展水平总体上呈现出波动性上升的态势,区域上表现出东、中、西依次递减的特点,经济高质量发展呈现出空间分布和演进的不均衡。第二,经济高质量发展的区域差距总体在缩小。对于区域内而言,东部地区区域内差距呈下降态势,而中部和西部地区区域内差距呈上升态势;对于区域间而言,东部和西部地区区域间差距最大,而中部和西部地区区域间差距最小。第三,东部、中部和西部地区区域内差距是目前经济高质量发展空间非均衡的主要来源。This paper constructs a comprehensive evaluation index system of high-quality economic development integrating new development concept in the new era,applies the projection pursuit model based on the optimization algorithm to measure the high-quality economic development level of 31 provinces in China from 2009 to 2016,and then analyzes the temporal evolution and spatial distribution characteristics of China’s high-quality economic development.Finally,the paper conducts a decomposition analysis on the regional disparity of China’s high-quality economic development with the aid of Dagum Gini coefficient and its decomposition method.The results are shown as follows:Firstly,China’s high-quality economic development level presents a general trend of fluctuant rising,with a regional characteristic of decreasing successively in the east,the middle and the west,the high-quality economic development presenting the disequilibrium in spatial distribution and evolution.Secondly,the regional disparities in high-quality economic development are narrowing on the whole.The intra-regional disparity in the eastern region shows a downward trend,while the intra-regional disparity in the central and western regions shows an upward trend.The interregional disparity between the eastern and western regions is the largest,while the inter-regional disparity between the central and western regions is the smallest.Thirdly,intra-regional disparities in the eastern,central and western regions are the main source of spatial disequilibrium in high-quality economic development at present.
