摘 要:湾长制自实施以来取得了显著的制度功效,但其作为一项新生制度,也不可避免地面临一些问题和困境,集中体现在湾长制的制度设计、湾长制与河长制的衔接、湾长制下的部门协调与能力提升等方面。为消除这些困境,应当将湾长制定位为责任落实机制与部门协调机制,设立高层次、跨区域的综合协调机构,优化湾长制与河长制的衔接机制,强化湾长制的制度体系建设并增强职能部门的治理能力,从而助推湾长制行稳致远。Since its implementation,the bay-chief system has achieved remarkable institutional effects.However,as a new system,it inevitably faces some problems and difficulties,which are mainly reflected in the system design of the bay-chief system,the connection between the baychief system and the river-chief system,and the departmental coordination and capacity improvement under the bay-chief system.In order to eliminate these difficulties and promote the implementation of the bay-chief system,it is necessary to position this system as a responsibility implementation mechanism and a department coordination mechanism,set up a high-level and cross-regional comprehensive coordination organization,optimize the connection mechanism between the bay-chief system and the river-chief system,strengthen the system construction,and enhance the governance ability of the functional departments.
