摘　　要：建设用地动态保障是实现国家战略三步走的重要“关键一招”。新时代国土空间规划体系下,以生态文明建设思想为理论引领,以提升人民满足感幸福感为最终目标,以供给侧结构性改革为有效手段,科学分析建设用地动态供给保障多种实现路径的时代背景、措施内涵、试点成效以及存在问题,为建立健全多方位、规范性、高效率的动态保障机制,探讨建设用地需求调控、体制机制完善、制度创新、“放管服”改革等方面提供基础性研究。The realization path of dynamic supply guarantee of construction land under spatial planning system construction land dynamic guarantee is an important"key move"to realize the three-step national strategy.In the new era of land and space planning system,guided by the theory of ecological civilization construction,taking improving people's sense of satisfaction and happiness as the ultimate goal,and taking the supply side structural reform as an effective means,this paper scientifically analyzes the era background,measure connotation,pilot effect and existing problems of various realization paths of dynamic supply guarantee of construction land,so as to establish and improve the multi-directional,normative and high-level.This paper discusses the dynamic guarantee mechanism of efficiency,discusses the regulation and control of construction land demand,the improvement of system and mechanism,system innovation,and the reform of"release,management and service".
