多层次的世界:关于贯彻北京世妇会精神以及联合国安全理事会第1325号决议中性别议题主流化的思考

摘　　要：为了在全球和平与安全议题中贯彻北京世妇会发表的《北京宣言》和《行动纲领》,联合国安全理事会在2000年通过了第1325号决议,并且还在此后的20年间相继出台了10个相关决议,目的是在全球和平与安全事务中将性别议题主流化。国际社会与学术领域充分肯定了安理会1325决议及其相关的10项决议对于在战争、区域内冲突及和平建设过程中倡议保护妇女人权的贡献。但是大量研究也指出,仅仅将性别议题专注于性骚扰和性暴力等问题是远远不够的,我们还需要做大量的研究工作以明确如何使妇女更充分地参与到和平建设进程中来。聚焦于非政府组织的作用以及非政府组织同国家、区域、次区域之间的关系可以看到,从安理会1325决议产生之初非政府组织和安理会之间的“竞争关系”就存在。中国强调非政府组织应当得到联合国授权,同时应尊重当事国、区域以及次区域,当事国应有权根据本国国情采取适当措施,因为它们在促进妇女有效参与和平进程中负有首要责任。In order to implement the Beijing Declaration and Platform for Action adopted in the Beijing World Conference on Women in international peace and security agenda,UN Security Council passed UNSR 1325 in 2000.During the next twenty years,UNSC also passed ten other resolutions for the purpose of mainstreaming gender issue in the world peace and security affairs.While the international world and the academic fields fully recognized the contribution of the UNSR 1325 and the ten resolutions in advocating women’s human right in the cases of wars,regional conflicts,and peace-building process,a large number of researches also pointed out that,instead of mainly focusing on the issues of sexual harassments and violence against women,more studies need to be done on how to promote women’s participation in the peacebuilding process.This article will focus on the role of NGOs and their relationship with the country,region and sub-region involved.From the beginning of the UNSR 1325,there was a“competitive relationship”between the NGOs and the UN Security Council.China emphasizes that the NGOs should be authorized by the UN and the NGOs should respect the country,region,and sub-region involved because they have the primary responsibilities in promoting women’s effective participation in peacebuilding process.Meantime,the country involved has the right to adopt proper methods according to the country’s national conditions.
