规制政策视角下中国海洋环境与海洋经济的协调度测算

摘　　要：当前我国的海洋环境规制政策日趋严苛,这些严苛的规制政策毫无疑问在改善海洋环境质量方面发挥了重要作用,但是否也反制了海洋经济的可持续增长?整理并利用《中国海洋环境状况公报》发布的数据,选取6个典型指标,运用主成分分析法,对中国的海洋环境质量进行评价。在此基础上,基于熵变方程法对海洋环境和海洋经济的协调度进行测算,结论是:部分年份海洋环境质量与海洋经济增长存在一定的负相关,但更多年份以及总体趋势而言是基本协调的,意味着严格的海洋环境规制政策未必是海洋经济增长的制约因素,可能因刺激了新技术、新产业的快速成长从而实现环境与经济的同向变动。尽管近些年海洋环境质量总体呈现震荡上升趋势,但与海洋经济协调程度仍有待加强,重视海洋环境规制同时应注重其对于海洋经济的推动力与牵制力。Marine environmental regulatory policies have become increasingly stringent.These stringent regulatory policies have undoubtedly played an important role in improving the quality of the marine environment,but have they countered the sustainable growth of the marine economy?Using and sorting out the data released by China Marine Environmental Status Bulletin,selecting 6 typical indicators,using principal component analysis to evaluate China’s marine environmental quality.On this basis,the coordination degree between the marine environment and the marine economy is measured based on the entropy variable equation method.The conclusion is that there is a certain negative correlation between the marine environmental quality and the marine economic growth in some years,but in more years and the overall trend,itt is basically coordinated,which means that strict marine environmental regulatory policies may not be a constraint to marine economic growth.It may stimulate the rapid growth of new technologies and new industries to achieve the same change of environment and economy.Although the quality of the marine environment has generally shown a trend of upward fluctuations in recent years,the degree of coordination with the marine economy still needs to be strengthened.At the same time,attention should be paid to marine environmental regulation and its driving force and restraint on the marine economy.
