摘　　要：通过一起非贮存地点堆放医疗废物行政处罚案件,对违法主体、违法事实、法律适用和罚款裁量进行重点讨论,对多院区医院同质化管理、个案处理、专项检查工作和规范使用执法全过程记录提出思考与建议。This paper analyzed administrative punishment on piling medical waste in a non-storage place,focus on the subject of the law,the facts of the law,the application of the law and the discretion of the fine.Suggestions were given on homogenization of hospital management,case handling and special inspection,and standardization of the use of law enforcement records throughout the process.
