摘　　要：以色列的科技创新体系是保证以色列科技创新竞争力的基础。在该体系中,政府设立创新行政管理机构,高校负责创新科学技术攻坚,企业保证应用研发和技术转移,由此形成高效的国家科技创新体系。以色列政府制定一系列促进科技创新的政策、法案和计划,营造良好的营商环境,以此增强高校科技创新动力和企业创新活力等。以色列较为完善的科技创新体系可为中国英才教育、科技创新、转化模式、国际投资、科技合作等方面战略制定和实施提供经验借鉴。Israel's scientific and technological innovation system is the basis for ensuring Israel's scientific and technological innovation competitiveness.In this system,the government sets up innovative administrative institutions,colleges and universities are responsible for innovative science and technology,and enterprises guarantee applied research and development and technology transfer,thus forming an efficient national scientific and technological innovation system.The Israeli government has developed a series of policies,bills and plans to promote scientific and technological innovation and create a good business environment,thus enhancing the driving force of scientific and technological innovation and the vitality of enterprise innovation in colleges and universities.Israel's more perfect scientific and technological innovation system can provide experience for the strategies formulation and implementation of China's meritocracy,original innovation,transformation model,international investment and scientific and technological cooperation.
