摘  要:采用基于数据包络分析(DEA)的CCR模型和Malmquist生产率指数,从静态和动态两个视角对2000—2017年青海省科技创新效率进行定量评价。研究发现:从静态效率看,青海省科技创新综合效率和规模效率均较低,纯技术效率相对有效,规模效益处于规模递增状态;从动态效率看,青海省技术进步缓慢和技术效率改善不明显拖累了全要素生产率增长;考察期内青海省科技创新效率呈现“上升-下降-上升”趋势,但科技创新效率总体偏低,在西北5省区中处于下游水平,这与青海省经济发展历史、经济发展水平、产业发展需求、科技投入管理和科技创新体系等因素有关。Using CCR model based on DEA and Malmquist productivity index,from both static and dynamic perspectives,this paper evaluates the S&T innovation efficiency of Qinghai province from 2000 to 2017.The results show that:from the perspective of static efficiency,the comprehensive efficiency and scale efficiency of S&T innovation of Qinghai are low,the pure technical efficiency is relatively effective,and the scale efficiency is in the state of increasing scale;from the perspective of dynamic efficiency,the slow progress of technology and the improvement of technical efficiency do not significantly drag down the growth of total factor productivity of Qinghai;during the investigation period,the S&T innovation efficiency of Qinghai shows"rise-decline-rise",however,the S&T innovation efficiency is generally low,which is at the downstream level in the five northwest provinces,and it is related to the economic development history,economic development level,industrial development demand,scientific and technological investment management and scientific and technological innovation system of Qinghai.
