摘　　要：公共品供给需要社会成员的自愿投入。从博弈均衡和项目评价的视角,结合公共品自愿供给合作中惩罚机制的影响及社会偏好的影响,提出惩罚机制下公共品自愿供给的组合性均衡评价模式,即基于社会成员的互动公平均衡、参考依赖均衡、损失规避均衡相结合的分析框架,充分考虑人们的异质性行为偏好,厘清惩罚机制、组合性均衡评价及公共品自愿供给三者的逻辑关系,通过构建组合性均衡价值模型和实验,提出可操作性的公共品自愿供给合作的互动行为选择模式与机制优化建议。此模式对促进公共品自愿供给合作以及公共政策的设计具有理论和实践指导价值。The supply of public goods requires voluntary input from social members.From the perspective of game equilibrium and project evaluation,combined with the impact of punishment mechanism and social preference in voluntary supply of public goods,this paper proposes a combined equilibrium evaluation model of voluntary supply of public goods under the punishment mechanism,that is,based on the reciprocal fairness equilibrium,reference dependent equilibrium,and loss aversion equilibrium of social members,fully consider people's heterogeneous behavior preferences,and clarify the logical relationship between the punishment mechanism,combined equilibrium evaluation and voluntary supply of public goods.By constructing a combined equilibrium value model and experiment,the operational reciprocal behavior selection model and mechanism optimization suggestions for voluntary supply cooperation of public goods are put forward,which can promote the voluntary supply of public goods in real life and the design of public policy.
