摘　　要：本文在以排污权指导政策的改变和事业单位分类改革为背景,探讨了如何对排污权管理机构职能进行优化以及进一步明确、细分管理职责,更好应对环境管理转型,以期通过创新排污权管理机构体制和运行机制,推动排污权交易事业可持续发展提供参考。Against the background of the change of emission control guidance policy and the classification reform of public institutions,this paper discusses how to optimize the functions of emission management agencies and further clarify and subdivide their management responsibilities,so as to better cope with the transformation of environmental management,with a view to promoting the sustainable development of emission trading by innovating the system and operation mechanism of emission management institutions.
