摘　　要：结合中共十九届四中全会提出的深化农村集体产权制度改革任务,从深化改革的重大意义和目标任务等6个方面对集体林权制度改革理论和政策研究的相关文献进行系统分析,指出已有的集体林权制度改革研究宏观分析过多,中观、微观分析不足,存在以静态分析为主的倾向;大部分研究忽视了各项制度之间的逻辑关联和目标协同,同时还有研究目标定位不够清晰、研究内容与国家既定改革目标需求衔接不够紧密的现象;对未来集体林业经营模式、林业行政管理模式、公共财政支持模式以及与之相适应的制度方式的争论还没有形成共识。因此,提出深化集体林业经营制度改革提升集体林业经营发展水平的若干前沿研究命题,以期为后续深化研究提供指引。(1)Background--In 2020,with the end of deepening reform of China's collective forest right system and the start of the major plan to continue to deepen the reform of the rural collective forest right system in the new period,it is of great significance for promoting the research of collective rights to explore the direction and main contents of further research.⑵Methods--By using the method of literature analysis,this paper focus on problems such as the tasks,significance and objectives of deepening the reform of collective forest right system in China,the circulation of collective forest land,the new forestry management subjects,the socialized service system of collective forestry,the management system of collective forest harvesting and the support of public finance for the development of collective forestry.And it systematically combs,summarizes and comprehensively comments the research literature and looks forward to the objectives,value orientation,key links and main contents of further research on the reform of collective forest right system.⑶Results--From the perspective of research,it shows that the existing studies still lack a unified perspective,because most of the researches are mainly based on macro-level and static perspective analysis and judgment.It lacked traceable data investigation and research,and relatively systematic analysis perspective.There is a tendency that there are too many macro-analysis,but insufficient meso-and micro-analysis,mainly static analysis and insufficient dynamic analysis.In terms of research attributes,the existing studies have excessively analyzed the single promotion relationship of each specific system in promoting a certain aspect of collective forestry management development.However,it neglected the discussion of mutual restriction relationship and logical connection and goal coordination among various systems.Even it lacked the discussion of the transformation conditions,obstacles and optimization paths of this dual attribute.In terms of research objectives,the
