基于阅读权益的法治保障与实施机制的研究

摘　　要：文章基于法治保障的立体思维,对相近宪法权利进行了比较,揭示了阅读权益作为一项文化权的法律属性,分析了既有阅读立法对阅读权益保障中存在的问题,提出了通过完善阅读立法、整合阅读服务主体、成立专门阅读服务机构,从阅读权益、阅读立法、阅读服务三方面建立完整的公民阅读权益法治保障体系。Based on the three-dimensional thinking of legal protection,this paper compares the similar constitu­tional rights,reveals the legal attribute of reading rights and interests as a cultural right,analyzes the existing prob­lems in reading rights and interests protection,and puts forward the establishment of a complete legal protection system for citizens'reading rights and interests by perfecting reading legislation,integrating reading service sub­jects,and setting up specialized reading service institutions,and from reading rights and interests,reading legisla­tion,reading services to establish a complete citizen reading rights and interests of the legal protection system.
