特朗普政府的对外政策:对自由国际主义的继承还是背叛

摘　　要：自由国际主义是美国对外政策的基本原则:一方面,美国主要依靠自身实力来实现国家利益;另一方面,它强调其民主价值理念的宣扬和灌输,以此推进国家利益的实现。从第一次世界大战至今,美国自由国际主义外交理念经历了威尔逊时期、冷战时期以及后冷战时期三个阶段,它在不同的阶段呈现出形式上的差异,但本质从未改变。特朗普上台后,美国在对外政策的各个领域都进行了调整,但特朗普并没有放弃美国民主的输出,对外政策也未回到孤立主义的窠臼,实际上是对美国国家利益的简单化处理。因此,特朗普政府的对外政策本质上并未违背自由国际主义,只是其表现的形式不同而已。Liberal Internationalism is the basic principle of American foreign policy:on the one hand,the United States will rely mainly on its strength to achieve its national interests;on the other hand,it will also emphasize the promotion and indoctrination of its democratic values to promote the realization of national interests.Since WWI,liberal internationalism in American diplomacy has experienced three stages:the Wilson period,the Cold War period and the Post-cold War period,during which,there exist differences in their approaches,but there do not exist differences in essence.Since Donald Trump’taking office,the United States has adjusted its foreign policy.However,Trump has not abandoned exporting American democracy,and his foreign policy has not returned to the isolationist stereotype;it is actually a simplistic treatment of the national interests of the United States.Therefore,the foreign policy of the Trump administration has not betrayed liberal internationalism,it is the derivative of it.
