摘　　要：习近平总书记在黄河流域生态保护和高质量发展座谈会上发出"让黄河成为造福人民的幸福河"的伟大号召,使黄河保护与治理进入了崭新的阶段。黄河水量统一调度22 a风雨历程,从解决黄河断流问题入手,以黄河水量统一调度为起点,黄河水量调度工作先后历经不断流阶段、功能性不断流阶段、生态调度阶段,以及目前的奋斗幸福河阶段,这是党的以人民为中心的发展理念在黄河的生动实践。系统梳理了黄河水量调度各个阶段的理论理念、调度目标、指标体系、调度技术、管理措施以及调度效果,为开展更高水平的黄河水量调度,探索了新的内涵、方式、目标和发展方向。At the Symposium on Ecological Protection and High⁃Quality Development of the Yellow River Basin,General Secretary Xi Jinping issued the great call to“make the Yellow River a blessed river for the benefit of people”,thus the protection and management of the Yellow River entered a new stage.Starting from solving the problem of zero⁃flow,we have conducted the unified water regulation and management of the Yellow River in consecutive 22 years,and updated related theories and practices.It has successively gone through the continuous flow stage,the functional continuous flow stage,the ecological dispatching stage,and the current struggling for happy river stage.This is the vivid practice of the people-centered development concept of Communist Party of China people-centered development concept in the Yellow River Systematically sorting out the theoretical guidance,regulation objectives,regulation index systems,regulation technologies,management measures,and regulation effects of the various stages of the Yellow River can clarify the goals and development directions for the higher level of water regulation and management of the Yellow River.
