马莲河水库坍岸影响区征地研究

摘　　要：科学处理水库淹没影响区内的土地,尽量减少征地规模,对节约国家宝贵的土地资源、降低移民安置的难度具有重要意义。马莲河水库位于陇东黄土高原沟壑区,水库蓄水后库周坍岸问题十分突出,预测坍岸面积833 hm^2,占总征地面积的30%。通过对水库的蓄水过程和运行情况进行深入研究,提出的研究成果可减少征收土地273 hm^2,节约征地移民费用4.8亿元,大幅降低工程投资,经济和社会效益显著。With the development of economy and improvement of people’s living conditions,the cost of land requisition of hydropower project is higher and higher,which often exceeds 50%or even as high as 70%-80%of the total project investment.The huge cost of land requisition and the trouble of relocation not only restrict the scale of the project,but also become the determinants of the feasibility of the hydropower project.Finding a proper way to deal with the different parts of reservoir land is extremely important for reducing land occupation and decrea⁃sing the difficulty of resettlement.Malianhe Hydropower Project is located in the gullied loess plateaus in the east of Gansu Province,China.After the reservoir is constructed and filled with water,the problem of bank collapse will be very serious.The predicted bank collapse area is 833 ha,accounting for 30%of the total land acquisition area.Through the study on the water storing and running process and operation of the reservoir,273 ha influenced areas were maintained,compensation of land requisition about 480 million Yuan was saved and the economic and social benefits were improved.
