新疆服务业经济结构与就业结构的关系研究

摘　　要：理性认识和发展服务业对于调整与优化经济结构和就业结构具有重要意义。文章基于经济普查数据,采用结构分析、就业弹性以及结构偏离度等方法对新疆服务业的发展与就业的关系进行了分析。研究表明,新疆各产业就业结构与经济结构不相匹配,服务业总体发展水平偏低,服务业对第一产业和第二产业的支撑作用相对较弱,服务业整体及内部经济结构与就业结构不均衡,传统服务业就业吸纳力弱且存在隐性失业,新兴现代服务业就业吸纳能力强但人员短缺。因此,新疆要高质量发展服务业、提高其竞争力,就要进行服务业经济结构和就业结构的双重调整和优化,最终促进新疆经济的稳定持续发展。Rational understanding and development of service industry are of great significance for adjusting and optimizing eco⁃nomic structure and employment structure.Based on the economic census data,this paper analyzes the relationship between the de⁃velopment of service industry and employment in Xinjiang by means of structural analysis,employment elasticity and structural de⁃viation.The results show that the employment structure of various industries in Xinjiang does not match the economic structure;the overall development level of the service industry is still relatively low;the supporting role of the service industry for the primary and secondary industries is relatively weak;the overall and internal economic structure and employment structure of the service indus⁃try are unbalanced;the employment absorption capacity of the traditional service industry is weak and there is hidden unemploy⁃ment.Though the employment absorption ability of the emerging modern service industry is strong,yet there is a shortage of staff.Therefore,in order to develop the service industry with high quality and improve its competitiveness,it is necessary to adjust and optimize the economic structure and employment structure of the service industry,so as to promote the stable and sustainable devel⁃opment of Xinjiang economy.
