《基本医疗卫生与健康促进法》对综合公立医院“十四五”规划的导向分析

摘　　要：《中华人民共和国基本医疗卫生与健康促进法》是我国医疗卫生与健康领域第一部基础性、综合性的法律,对综合公立医院"十四五"规划的制定有重要的指导意义。文章通过对《中华人民共和国基本医疗卫生与健康促进法》涉及体系建设与制度建设的分析,阐述了其对综合公立医院编制"十四五"规划的前瞻性、基础性、特色性、灵活性等导向作用;并提出了发挥《中华人民共和国基本医疗卫生与健康促进法》对编制"十四五"规划导向作用的4点建议,以期促进综合公立医院更好的改革、发展。Law of the People’s Republic of China on the Promotion of Basic Medical and Health Care is the first basic and comprehensive law in the field of health in China,which has guiding significance to the public hospital’s 14th Five-Year Plan.This paper puts forward its guiding role in the prospective,basic,characteristic and flexibility of the comprehensive public hospital’s preparation of the"14th Five-Year Plan"by analyzing the systems construction and regulations construction involved in the law.In this paper,four suggestions are put forward to play the guiding role of the"Health and Health Law"in the preparation of the"14th Five-Year Plan"to promote better reform and development of comprehensive public hospitals.
