摘　　要：通信信号系统是保证列车安全运行的重要设备,形成一套行之有效的通信信号系统联调联试组织实施方案,是保证新建线通信、信号设备安全稳定运行的关键。结合近几年通信信号系统联调联试组织实施管理实践经验,从规章制度体系建立、严抓安全管理、落实关键环节卡控、加强应急处置、提升问题克服质量、健全奖惩机制几方面阐述分析如何实现高速铁路通信信号系统联调联试组织实施标准化管理。The signaling and communication system is an important equipment to ensure the safe operation of trains,and it is the key to ensure the safe and stable operation of signaling and communication equipment for newly-built lines by forming a set of effective organization and implementation scheme for joint debugging and commissioning of signaling and communication system.Combining with the practical experience of organization,implementation and management of joint debugging and commissioning for the signaling and communication system in recent years,from establish rules and regulations system,strict on safety management,to carry out the key card control,strengthening emergency disposal,improve the quality problem to overcome,and improve the mechanism of rewards and punishments in this paper,the analysis of how to realize the high speed railway signal system group company level alignment al try to organize the implementation of standardized management.
