摘  要:我国保障性住房制度对彰显社会主义公平价值、弥补房改后的房价非理性上涨之弊意义重大。但是,我国保障性住房供给存在着有效性不足问题,至少在保障性住房制度实施过程中陷入四重悖论。一是"可负担性"成本控制与保障房制度可持续要求的悖论;二是保障房产权"完整性"流转要求与产权"约束性"工具的悖论;三是保障户身份的信用不足与保障户较高住房金融需求的悖论;四是保障户获得住房保障资格与导致更高生活工作成本的悖论。为此,要通过机制创新破解四重悖论,增强我国保障性住房供给的有效性。China’s basic-need housing system is of great significance to highlight the socialist fair value and correct the irrational rise of housing prices after the housing reform of China.However,there is a problem of insufficient effectiveness in the supply of basic housing in China,at least in the process of implementing the government-subsidized housing system,there are four paradoxes.First,the paradox of"affordability"cost control and the requirement of sustainability of the housing system.Second is the contradiction between the requirement of"integrity"of property right and the"binding"instrument of property rights system.The third is the paradox between lower credit and higher financial needs of the beneficiaries.The fourth is the paradox between eligibility for basic-need housing and resulting increased living and working costs.Therefore,we should solve the four paradox through mechanism innovation and enhance the effectiveness of China’s basic-need housing supply.
