摘　　要：民主集中制是无产阶级政党团结一致的基本原则,是民主制和集中制、程序民主和实质民主、横向民主和纵向民主的结合,是科学合理又有效率的制度。中国共产党把民主集中制作为反映党内关系的规律、组织活动的基本制度,体现了初心和使命,符合中国国情,保证了党的领导、人民当家作主和依法治国的有机统一。中国共产党在建党之初确立了民主集中制的原则,并在遵义会议后丰富发展,执政后又将民主集中制运用于政权建设。党的十一届三中全会后民主集中制在社会主义现代化建设中发挥了组织保证作用。在全面从严治党的视野中,完善和落实民主集中制的各项制度,就要坚持其核心内容和基本原则,健全维护中央权威的制度体制,坚持完善集体领导制度和党内重大决策制度,发扬党内民主健全党内政治生活,加强党内监督。Democratic centralism is the basic principle of the unity of proletarian political parties,which is the combination of democracy and centralism,procedural democracy and substantive democracy,horizontal democracy and vertical democracy.It is a scientific,reasonable and efficient system.The CPC regards democratic centralism as the basic system reflecting the law of inner party relations and organizing activities.It embodies the original intention and mission,conforms to China's national conditions,and ensures the organic unity of the leadership of the party,the position of the people as masters of the country and law-based governance.The CPC established the principle of democratic centralism at the beginning of the founding of the party,and enriched and developed after the Zunyi Conference.After taking power,democratic centralism was applied to the construction of political power.After the Third Plenary Session of the Eleventh Central Committee of the CPC,democratic centralism has played an organizational guarantee role in socialist modernization.To improve and implement the various systems of democratic centralism from the perspective of ensuring full and strict governance over the party,we must adhere to its core content and basic principles,constantly improve the system of safeguarding the authority of the Central Committee,adhere to the improvement of the collective leadership system and the major decision-making system within the party,carry forward the inner-party democracy,improve the political life of the whole party,and strengthen the supervision within the party.
