中国古代巡视的有效做法及其当代启示

摘　　要：在历史发展进程中,中国古代巡视制度不断完善,逐步积累了一些有效做法:以上巡下的制度安排、相对独立的机构设置、显隐并济的巡视方法、注重贤能的选用标准、上下联动的运作机制。学习总结中国古代巡视的有效做法,应从五个方面完善当代巡视制度:注重权责对等和监督的双向度,注重巡视机构的独立性和巡视工作的成效性,注重多种巡视方式的综合运用与创新,注重巡视主体素养与巡视队伍建设,注重央地间巡视制度与巡察制度的上下对接。In the process of historical development,the inspection system in ancient China has been constantly improved,and some effective measures have been gradually formed:the system arrangement of the above inspection and the lower patrol,the relatively independent institutional settings,the inspection method combining the explicit and implicit,the main requirements of focusing on the selection of the talents,and the operation mechanism of linkage between the upper and lower levels.Learning and summarizing the effective methods of inspection in ancient China,we should improve the contemporary inspection system from the following five aspects:pay attention to the equality of power and responsibility and the two-way degree of supervision,pay attention to the independence of inspection institutions and the effectiveness of inspection work,focus on the comprehensive application and innovation of various inspection methods,pay attention to the quality of inspection subject and the construction of inspection team,and pay attention to the connection of inspection systems between the central and local governments.
