摘　　要：研究五年规划与近期建设规划的协同关系,有利于理顺规划编制、实施和管理中的逻辑,形成体系完善、协作有序的规划合力,完善规划治理体系,实现城乡高质量发展。文章通过梳理五年规划与近期建设规划的发展脉络,分析其关联性,反思其规划逻辑,明确“十四五”期间规划面临的核心问题,进而提出应从强化经济发展与空间供给的匹配性、增强“十四五”规划与近期建设规划的战略性、实施刚弹结合的计划与市场规划管控、完善指标体系等方面提升规划治理能力,实现规划的协同治理。A study on the coordination between five year plan and immediate plan helps reorganize the logic of planning compilation,implementation,and management,integrate planning governance system,and realize high quality urban rural development.The paper reviews the evolution of five year plan and immediate plan interaction,clarifies the core problems of the 14th five year plan,proposes improving the matching between economic development and spatial provision,implementing rigidflexible combined plan,and integrating index system,so as to improve planning governance and realize coordinated governance.
