党内法规执行的动力机制研究——基于嵌入性理论的分析视角

摘　　要：保持党员执行党内法规的行为动力,是党内法规得以严格落实的关键途径。党内法规的执行行为嵌入于外部环境之中,形成了特定的动力机制。基于嵌入性理论视角审视,党内法规执行的动力机制主要通过党员角色认知驱动、党内法规规制激励和政治价值观念引导三方面发挥功能。在嵌入外部环境的背景下,由于错误角色转化机制、党员参与度较低、正向激励举措匮乏、监督执纪问责乏力、评判标准偏误和不良文化氛围干扰等因素作用,党内法规执行面临诸多现实问题。以发挥动力机制的积极作用为目标,可以从党员角色认知纠偏、提升党内法规规制力和培育政治价值认同感三方面构建完善进路。It is the key way to strictly implement the inner-Party laws and regulations to maintain theparty members’motivation to carry out the laws and regulations within the Party. The enforcement of inner-Partylaws and regulations is embedded in the external environment, forming a specific dynamic mechanism. Based onthe perspective of embeddedness theory, the dynamic mechanism of inner-Party laws and regulationsimplementation mainly functions through three aspects: Party members’role cognition driven, inner-Party lawsand regulations incentive and political values guidance. Under the background of embedding in the externalenvironment, due to the wrong role transformation mechanism, low participation of Party members, lack ofpositive incentive measures, weak supervision and accountability, bias of evaluation standards and interferenceof bad cultural atmosphere, the implementation of inner-Party laws and regulations is facing many practicalproblems. In order to play a positive role in the dynamic mechanism as the goal, we can build a perfectapproach from three aspects: correcting the role of Party members, enhancing the power of Party regulations andcultivating the sense of political value identity.
