用发展型公共服务增进居民幸福感——基于河南省城市社会治理综合调查数据分析

摘　　要：公共服务的质量与水平是影响居民幸福感的重要因素。在社会主要矛盾变化的时代背景下,基于公共服务发展视角,提出发展型公共服务这一概念,并构建公共服务分析框架及公共服务对居民幸福感影响模型,以检验不同类型公共服务对居民幸福感的影响差异,并做出群体差异分析。研究结果显示:发展型公共服务对居民幸福感的影响更为显著;且对于城市高收入人群、高公共事务参与度的人群幸福感影响更为明显。政府要提高居民幸福感水平,应以发展的视角看待公共服务的内涵与外延,以居民需求为导向,建立以人民为中心的公共服务供给体系;同时,对公共服务实行分类供给,提供个性化、差异化的公共服务。The quality and level of public services are important factors that affect residents’well-being.Under the background of changes in social principal contradiction,based on the perspective of public service development,the concept of developmental public service is proposed,and a public service analysis framework and a model of the impact of public services on residents’well-being are constructed to examine the differences in the impact of different types of public services on residents’happiness.At the same time,make an analysis of group differences.The research results clearly show that the impact of developmental public services on residents􀆳happiness is more significant;and that the impact on happiness of urban high-income people and people with high participation in public affairs is more obvious.To improve the level of residents’happiness,the government should look at the connotation and extension of public services from a development perspective,and establish a people-centered public service supply system based on residents’needs.In the meantime,the provision of classified public services is implemented to provide personalized and differentiated public services.
