摘　　要：残疾的发生和预防关系到人民群众健康和千家万户的幸福,关系到人口素质的提高和经济社会发展,关系到全面建成小康社会的进程。探讨地域及其社会经济相关因素对于残疾发生、致残原因的影响和作用,以期有针对性地预防及降低残疾发生风险具有重大现实意义。基于2006年第二次全国残疾人抽样调查数据及2017年河北省持证残疾人数据库数据,充分刻画不同残疾类别下残疾发生与地域及其社会经济的关系影响机制。研究发现:在全国层面上,残疾发生率是由多种因素共同影响的,既有地域区位、地理因素的影响,更主要的是区域经济发展因素差异对残疾发生率的影响。从河北省的实际情况看,各县持证残疾比例是由多种因素共同影响的,不同类型残疾发生比例的影响因素有所差异,地域自然条件是致残的基础性因素,从而判断地域自然条件对于残疾发生有着基础性影响,而经济因素是致残原因中的外生重要因素,进而推理判定经济发展因素对于区域人口中残疾发生有着显著影响。预防机制和康复服务相结合是降低残疾发生的重要手段,所以要通过建立区域联动的残疾预防机制及加强残疾康复服务,有针对性地降低残疾发生风险。The occurrence and prevention of disabilities are related to the health of the people and the happiness of thousands of families,to the improvement of the quality of the population and economic and social development,and to the process of building a well-off society in an all-round way.It is of great practical significance to explore the influence and role of geographical and social-economic factors on the occurrence of disability and the causes of disability to prevent and reduce the risk of disability.Based on the disabled individuals in 2006 and the data of the database of certified persons with disabilities in Hebei Province in 2017,it fully described the impact mechanism of the relationship between the occurrence of disability and the region and it is social-economic under different disability categories.The study found that:at the national level,the incidence of disability is affected by a variety of factors,including the impact of existing geographic location and geographic factors,and more importantly the impact of regional economic development factors on the incidence of disability.Judging from the actual situation in Hebei Province,the percentage of certificated disability in each county is influenced by a variety of factors,and the influencing factors of the proportion of different types of disability are different.Regional natural conditions are the basic factors of disability,to judge the regional natural Conditions have a basic influence on the occurrence of disability,and economic factors are important exogenous factors in the cause of disability,and infer that economic development factors have a significant impact on the occurrence of disabilities in the regional population.The combination of prevention mechanisms and rehabilitation services is an important means to reduce the occurrence of disabilities.Therefore,it is necessary to reduce the risk of disability through the establishment of a regional linkage disability prevention mechanism and the strengthening of disability rehabilitation service
