政策性农作物保险的扶贫效应评价——基于短期预期收入变化的视角

摘　　要：评价政策性农作物保险的扶贫效应,可以从农作物预期纯收入的相对变化程度来分析。理论探讨和实证研究发现,能够主观影响政策性农作物保险效用的因素有两个——风险保障水平和政府保费补贴比例;当灾损低于触发值时,政策性保险对农作物预期纯收入具有降低效应,且风险保障水平越高纯收入降低幅度越大,政府保费补贴比例越大纯收入降低幅度越小;灾损达到或超过触发值时,政策性保险对农作物预期纯收入具有激励效应,且风险保障水平越高纯收入提高幅度越大,政府保费补贴比例越大纯收入提高幅度也越大。并据此提出了提高政策性农作物保险扶贫效应以实现乡村振兴战略的政策建议。The evaluation of poverty alleviation effect of policy-oriented crop insurance can be analyzed from the relative change degree of expected net income of crops.Theoretical and empirical studies show that there are two factors that can affect the effectiveness of policy crop insurance subjectively:the level of risk protection and the proportion of government premium subsidies.When the disaster loss is lower than the trigger value,the policy insurance has a reducing effect on the expected net income of crops,and the higher the level of risk guarantee,the greater the reduction of net income,and the greater the proportion of government premium subsidy,the smaller the reduction of net income.When the disaster loss reaches or exceeds the trigger value,the policy insurance has an incentive effect on the expected net income of crops,and the higher the level of risk protection,the greater the increase of net income,and the greater the proportion of government premium subsidy,the greater the increase of net income.Based on these,this paper puts forward some policy suggestions on how to improve the poverty alleviation effect of policy crop insurance in order to realize the rural revitalization strategy.
