长沙非集中建设区空间规划编制体系探索

摘　　要：推动空间治理现代化是当前我国国家治理体系现代化的重要内容,在生态文明建设纳入"两个一百年"奋斗目标的背景下,非建设用地的管控成为空间治理的核心内容和重要对象。文章探讨了非建设用地、城市非建设用地、非城市建设用地等概念,并结合长沙实际,论述了非集建区与以上概念的关系,并对"非集建区"的概念做了进一步的优化。在长沙市国土空间规划编制中,长沙市非集建区的空间规划管控体系为由总体规划和控制性规划组成的"两个层次",以及由引导型规划和实施型规划组成的"两种类型"的管控体系。Spatial governance modernization is one of the important aspect of modern governance.As ecological civilization becomes a part of two centennial visions,non intensive land governance has become a core content of spatial governance.The paper discusses the concepts of non-construction land,urban non-construction land,and non urban construction land,and studies the correlation of non intensive construction land with the above concepts,and optimizes the concept of non intensive construction land.In the compilation of Changsha land and space planning,the spatial governance system of non intensive construction land is composed by two levels:master plan and regulatory plan,and two types:guidance plan and implementation plan.
