从“树样板”到“补短板”:乡村振兴“全面推进”逻辑及路径  

From "Setting Up Role Models" to "Shoring Up Weak Links":The Logic and Path of Comprehensively Advancing Rural Revitalization

摘　　要：自党的十九大首次提出乡村振兴战略以来,地方政府从自身优势和特色出发,纷纷提出打造乡村振兴“样板”。“树样板”的出发点是形成榜样和示范,实现经验的复制移植,却面临行为异化带来的时间、空间和主体等多重误区。党的十九届五中全会擘画“十四五”发展蓝图,进一步提出“全面推进”乡村振兴战略。从“首次提出”到“有序推进”再到“全面推进”,乡村振兴的实践逻辑亟待从“树样板”转向“补短板”,推进路径亟待从重速度数量向重效果质量、从局部振兴向全面振兴、从外生性资本主导向内生性农民主体转换,最终实现农业全面升级、农村全面进步、农民全面发展。Since the 19 th National Congress of the Communist Party of China(CPC) first proposed the strategy of rural revitalization, local governments, based on their own advantages and characteristics, have proposed to create "role models" for rural revitalization. The rationale behind the move is to form exemplary models for others to emulate so as to realize the replication and transplantation of good experience. However, such practices face multiple dilemmas such as time,space and subject misinterpretation caused by behavioral alienation. The Fifth Plenary Session of the 19 th Central Committee of the CPC drew a blueprint for the development of the "14 th Five-Year Plan" and further put forward the strategy of "all-round promotion" of rural revitalization. From "first formulated" to "orderly advancement" to "all-round advancement", the practical logic of rural revitalization urgently needs to shift from "setting up role models" to "shoring up weak links", and the path of advancement urgently needs to shift from speed and quantity to effect and quality, from partial revitalization to comprehensive revitalization, and from the exogenous capital investment to the endogenous peasant initiative building, so as to finally realize the overall upgrade of agriculture, the overall progress of the countryside, and the overall development of farmers.
