摘　　要：从阿玛蒂亚·森关于"人的可行能力"概念框架出发,尝试从城市层面提出城市发展中以人为核心的"城市能力"概念,并通过"城市能力"的理论逻辑推演与国外城市发展中价值意蕴的经验比较,探索以人为核心的"城市能力"概念其合理性和可行性。在此基础上,尝试性地构建新型城镇化研究视域下以人为核心的"城市能力"研究框架。Starting from Amartya Sen′s conceptual framework of"human feasible ability",this paper attempts to put forward the concept of"urban capacity"with human as the core in urban development from the urban level,and explores the rationality and feasibility of the concept of human centered"urban capacity"by comparing the theoretical logic of"urban capacity"with the value implication of foreign urban development.On this basis,this paper attempts to construct a human centered"urban capacity"research framework from the perspective of new urbanization research.
