摘　　要：随着人口老龄化的日益加剧,老年人日益增长的养老服务需求和养老服务供给能力不足之间的矛盾,已经成为当前杭州市养老服务发展的重要矛盾。"十三五"期间,杭州市坚持"居家养老"主流养老模式,推广"养老机构+居家"融合模式,探索创新"智慧养老"服务模式,养老服务格局逐步完善、制度体系基本健全、重点领域有所突破。但是,目前机构养老仍并非杭州老年人养老的首选,居家养老精神需求得不到有效满足,养老服务的专业化水平有待提高,随迁老人异地养老十分困难。养老服务发展受到居家养老服务体系、民办养老机构可持续性、养老服务类型与功能、专业化人力资源队伍等因素的制约,且传统观念、政策体制、运营机制、投资回报周期等因素也影响着民间资本进入养老服务领域。With the increasing of the old population,the contradiction between the growing demand for elderly care services and the insufficient supply capacity of elderly care services,has become an important contradiction of the current elderly care services in Hangzhou,which is an urgent task for the Hangzhou municipal government.During the 13 th Five Year Plan period,Hangzhou adheres to the mainstream pension mode of"home-based care",promotes the integration mode of"pension institution+home"and explores and innovates the service mode of"smart pension".At present,the pattern of elderly care service is gradually improved,the system is basically sound,and breakthroughs have been made in key areas.However,institutional pension is still not the first choice for the elderly in Hangzhou,the spiritual needs of home-based care can not be effectively met,the professional level of pension services needs to be improved,and it is very difficult for the elderly to support who came from other places.The development of pension services is restricted by the home-based care service system,the sustainability of private pension institutions,the types and functions of pension services,and professional human resources.The pace of private capital entering the field of pension services is kept down by traditional concepts,policy system,operation mechanism,investment return cycle and so on.
