大变局下汉语国际传播的国际政治风险、机遇与战略调整

摘　　要：国际政治风险是语言国际传播中的最大风险,但国际政治也能给语言传播带来重大机遇。汉语国际传播的国际政治风险主要由国际贸易问题、国际武装冲突、国际政治意识形态冲突、他国国内不同政治派别斗争等引发。汉语国际传播中的国际政治机遇主要表现为中国综合实力提升带动的国际影响力提升,中国在亚非拉广大发展中国家具有较高的认可度,越来越多的国家将中文教育纳入国民教育体系。文章提出了明确汉语国际传播的远景目标——让汉语成为一门全球性语言、发展中国家优先战略、支持重点从基础教育向高端中文专业教育转变以及清醒认识汉语国际传播中的中国有限责任和各国主体责任等6项战略调整建议。International political risk is the biggest risk in international language spread;however,international politics can also bring great opportunities to language spread.The international political risks of international Chinese-language spread are mainly caused by international trade issues,international armed conflicts,international political ideological conflicts,and the conflicts of different political factions in other countries.The international political opportunities in international Chinese-language spread are mainly reflected in the increase of international influence driven by the increase of China’s comprehensive power,China’s high degree of recognition in many developing countries in Asia,Africa and Latin America,and more and more Chinese language programs in more and more countries.This paper puts forward practical adjustment strategies as follows:to make Chinese a global language,to give priority to developing countries,to promote the shift of more support to Chinese education from basic education to higher education for the training of top talents,to have a clear understanding of China’s limited liability and to clarify each country’s main responsibility in the process of international Chinese-language spread.
