摘　　要：以“信用河北”为例,单一的区块链技术存在应用研发与实践的不足,平台潜在价值未能充分发挥。以省级政府信用平台为依托,创建征信云平台,通过“公有链+联盟链”双链并行的模式,促使政府信用平台兼具数据处理、价值提升功能。同时,应用分布式记账理念,与其他官方、民间征信机构合作,将征信业“中心化”要求与征信信息的“去中心化”实际情况相结合,即在省级云平台上集中信息索引,相关合作机构保留数据源,实现分布式记账(数据库)功能。通过灵活运用区块链技术,消除信用管理强中心模式的缺陷,提升库存数据使用效率与社会价值,扩大平台影响,优化国内营商环境。Taking“Credit Hebei”as an example,the single blockchain technology is deficient in application research&development and practice,and the potential value of the platform is not fully utilized.Based on the credit platform of provincial governments,the credit information cloud platform is to be established.Through the double-chain parallel model of“public chain plus union chain”,the government credit platform is promoted to have functions of data processing and value enhancement.At the same time,it applies the concept of distributed accounting,cooperates with other official and private credit reporting agencies,combines the“centralized”requirements of credit reporting industry with the actual situation of“decentralization”of credit reporting information,that is,centralized information indexing(Hash index)on the provincial cloud platform,and related cooperative organizations retain data sources to realize distributed accounting(database)functions.Through the flexible application of blockchain technology,the defects of the strong center mode of credit management can be eliminated,the efficiency and social value of inventory data can be enhanced,the influence of the platform can be expanded,and the domestic business environment can be optimized.
