优化送审流程,构建科学、公正、高效的审稿机制——以《高等学校化学学报》为例

摘　　要：以《高等学校化学学报》分编辑部审稿工作为例,对以往送审方案的审稿结果进行统计,分析数据差异所对应的原因以及各送审方案的优缺点。优化送审流程,引入青年执行编委参与审稿后,再统计审稿结果数据,对比指出青年执行编委参与审稿的优势。通过赋予青年编委稿件的初筛权、审稿专家推荐权和处理审稿意见分歧仲裁权,探索以青年执行编委为审稿主体,构建更为科学、公正、高效的审稿机制。Taking the review work of the editorial department of Chemistry Journal of Chinese Universities as an example, we analyzed the results of the previous review schemes and the corresponding reasons for the data differences as well as the advantages and disadvantages of each review scheme. We introduced the team of young executive editors to participate in the review of manuscripts by adjusting the editorial,and pointed out that the advantages of the submission scheme in which young executive editors participate in the review. By giving the young editors the right of preliminary screen manuscripts,recommend foreign experts and arbitrate differences of review opinions,this paper explores the way to build a more efficient,fair and reasonable reviewing mechanism with the young executive editors as the main body.
