省直管县体制改革的成效、困境与出路

摘　　要：经过多年的实践探索,我国省直管县体制改革取得初步成效,突出表现在县域经济发展迅速,直管县示范作用不断增强,政府行政效能明显提高等方面。当前,省直管县体制改革面临省直管县的实权权限配置不公、权限承接困难、权限被分割及受到省辖市的压制、司法体制不顺、干部人事管理体制改革滞后、缺乏明确的退出机制等诸多困境和问题。深入推进省直管县体制改革的主要举措包括:通过强县扩权,真正赋予省直管县更多的自主权;强化顶层设计,大力支持省直管县体制改革;改革法检两院体制,确保司法体制独立顺畅;创新省直管县干部选拔任用轮岗交流机制;推行省直管县退出机制,将个别县的管辖权回归省辖市;实行“市县分置”,建立省直管县和省直辖市管理体制。After years of practice and exploration,China′s reform of the system of county directly under the provincial government has achieved initial results,which are mainly manifested in the rapid development of county economy,the increasing demonstration role of county directly under the provincial government,and the obvious improvement of government administrative efficiency.At present,the reform of the system of county directly under the provincial government is facing many difficulties and problems,such as unfair allocation of real power and authority,difficulty in undertaking authority,division of authority and suppression by provincial cities,unsmooth judicial system,lagging reform of cadre and personnel management system,and lack of clear exit mechanism.The main measures to further promote the reform of the system of province directly governing county include:giving more autonomy to the province directly governing county by strengthening the county and expanding the power;strengthening the top-level design and vigorously supporting the reform of the system of county directly under the provincial government;reforming the system of law and procuratorate to ensure the independence and smoothness of the judicial system;innovating the mechanism of selecting and appointing cadres in county directly under the provincial government;implementing the withdrawal mechanism of county directly under the provincial government,and the return of the jurisdiction of individual county to the city directly under the provincial government;implementing the separation of city and county,and the establishment of the management system of county directly under the provincial government and municipality directly under the provincial government.
