对大变局下构建粮食“双循环”新格局的思考

摘　　要：2020年突发的新冠肺炎疫情加速了百年未有之巨变,中国逆行稳进,而西方遭遇重创。在中华民族伟大复兴战略全局、世界百年未有之大变局“两个大局”相互交织、融合交汇,以及抗击新冠肺炎疫情常态化的历史方位,中国必须以战略眼光谋划、构建粮食“双循环”新格局。与此相适应,必须采取重大战略举措,建立健全国内粮食产需基本平衡体系,把粮食“双循环”新格局置于国内粮食大循环的战略基点上。同时,要以改革和创新为动力,提升现代市场流通业,健全现代物流系统,以畅通粮食“双循环”新格局的大动脉。The outbreak of novel coronavirus pneumonia in 2020 accelerated the great changes that have not been seen in the past century.China has developed steadily and the West has been hit hard.At a time when the overall situation of the great rejuvenation strategy of the Chinese nation and the great changes in the world that have not happened in a century are intertwined and converged,and also a time when fighting against Novel coronavirus pneumonia is becoming a normal situation,China must plan and build a new pattern of"double circulation"of grain with a strategic vision.To adapt to this,we must take major strategic measures,establish and improve the basic balance system of domestic grain production and demand,and put the new pattern of"double circulation"of grain on the strategic basis of domestic grain circulation.At the same time,we should take reform and innovation as the driving force,promote the modern market circulation industry,and improve the modern logistics system,so as to smooth the main artery of the new pattern of"double circulation"of grain.
