摘　　要：自2016年10月全面推行河长制以来,各地通过推行河长制皆取得了一定成效。该文通过简述全国范围内建立河长制体制机制的过程,总结了各地推行河长制后各类专项行动(清四乱、河湖管理范围划定、碧道、美丽河湖等)取得的成效;同时从新制度、新机制、新手段3个方面,介绍了地方政府在推行河长制工作方面的特色创新;最后结合河长制制度特点,总结了目前河长制推行的成功经验,为后续开展河长制工作提供借鉴。Since the full implementation of the river chief system in October 2016,all localities have achieved certain results through the implementation of the river chief system.This paper briefly describes the process of establishing the system and mechanism of river chief system in the whole country,and summarizes the achievements made in various special actions(clearing the four chaos,delimiting the management scope of rivers and lakes,green road,beautiful rivers and lakes,etc.)after the implementation of river chief system.At the same time,from three aspects:the new system,the new mechanism and the new means,the local government's characteristic innovation in carrying out the river chief system is condensed.Finally,combined with the characteristics of the river chief system,the successful experience of the implementation of the river chief system is refined,in order to provide reference for the subsequent development of the river chief system.
