摘　　要：长期以来,军休服务仍以干部关怀的行政性服务为主导,缺乏专业的心理疏导和社会的人本关怀。为此,进行军休社会工作人才队伍建设,开展军休社会工作,为军队退休干部群体及其个人和家庭提供专业服务,关乎军休干部群体的福祉,关乎拥军优属政策落实,关乎国防安全,意义重大。为研究军休社会工作在服务军休干部的效果与功能,本文尝试以从需求视角出发,采用质性研究的深度访谈和焦点小组方法收集资料,研究军休工作存在的问题和挑战。研究发现,军休社会工作可重点满足:军休干部角色转变、居家养老、精神慰藉、社会参与和社会交往等方面的需求。同时,社会工作介入军休工作可补充原有行政性服务的不足,以实现超越简单的尊重走向更为深层次的被理解,从而提升军休服务的专业性和服务质量。For a long time,the military rest service is still dominated by the administrative service of cadre care,lacking of professional psychological counseling and social humanistic care.Therefore,it is of great significance to carry out the construction of military retirement social work talent team,carry out military retirement social work,and provide professional services for retired military cadres and their individuals and families,which is related to the welfare of retired military cadres,the implementation of the policy of supporting and honoring military personnel,and the security of national defense.In order to study the effect and function of the social work in serving the cadre on military rest,this paper attempts to collect data from the perspective of needs by using the in-depth interview and focus group method of qualitative research to study the problems and challenges existing in the work of military rest.The research shows that the social work in military retirement can mainly meet the needs of the cadre's role change,home care,spiritual consolation,social participation and social communication.At the same time,the involvement of social work in the military rest work can supplement the deficiency of the original administrative services,so as to achieve beyond simple respect towards a deeper understanding,so as to improve the professional and service quality of the military rest service.
